Assessors/occupiers should make reasonable attempts to obtain verifiable data or estimate/benchmark the consumption. Any estimate methodology must be fully justified in the evidence pack.
If this information can not be obtained, then the energy consumption must be included in the landlords consumption, not the clients. This potentially means it can be discounted from the clients ESOS audit on 90% of their consumption. Therefore, it is in the Landlords interest to ensure this information is provided.
